If you have an answer and don't need to read my trial-and-error steps, then feel free to skip them. Javahl Ubuntu Article (4) also contains the "per-project" solution, or recommends using the VM arguments approach, so it doesn't seem to provide anything new.

Completely replacing the java.library.path will likely result in other problems, as the libraries which were listed there previously would no longer be available. As we speak, we are just unveiling MyEclipse 2017! The error message is very much as before, except it now says: Failed to load JavaHL Library.
