FileMon (as already mentioned in this thread) and possibly RegMon can be good ways to track this down, particularly for permissions problems. Other applications on the same computer are connecting to Oracle without any issues and I have tried running the service both as the Local System and using my own user credentials. I only get the error when I publish the application to my local IIS.
