Any help much appreciated. I think it was not the issue but a wrong way of creating website on localhost which Visual Studio rejects to open. Remember to change the shortcut back to run asyourself if you have used the workaround of running the shortcut as administrator.

If it does not work check if you have IIS metabase folder permission. When I did this I received a pop up for each folder where I could gain access. Switched back to IIS Express and VS2013 worked next time on an ASP.NET MVC project that had been failing to load. I had the same problem of installing IIS later than ASP.NET and it was resolved after trying the above aspnet_regiis stuff. From elevated cmd prompt, ran subst U: c:\Temp.
