Well got used Dell and my God its a pain. Reinstall the OS from scratch. The only error i could see was an OLE failure that related to userenv.dll - i registered this using regsrv32 and the message said it registered ok, but the setup continues The problem did not match mine but it did prompt me to press f10 during setup and open a command window and examine the setup log.
